Bunkering is the supply of fuel to ships. It sits where refined products trading, shipping operations and environmental regulation meet, which is why a bunker price rarely moves for a single reason. The main marine fuel grades
Marine fuels are grouped by sulphur content and viscosity. High-sulphur fuel oil (HSFO) is used by vessels fitted with exhaust gas cleaning systems. Very-low-sulphur fuel oil (VLSFO) became the mainstream residual grade after the IMO's global 0.50% sulphur cap took effect in 2020. Marine gasoil (MGO) and low-sulphur marine gasoil (LSMGO) are distillates used in emission control areas, for manoeuvring and by smaller vessels. Alternative fuels — LNG, biofuel blends such as B24 and B30, methanol and ammonia — are supplied in a growing but still limited set of ports.
Specifications and quality
Physical quality is defined by ISO 8217, which sets limits for parameters including viscosity, density, sulphur, water, ash, catalyst fines and flash point. Disputes usually begin at the sample: buyers rely on representative sampling at the point of custody transfer and on independent laboratory testing before a stem is burned. Off-spec claims, debunkering and stability or compatibility problems between blends are recurring commercial risks rather than rare events.
How bunker prices are formed
A delivered bunker price generally reflects the underlying refined product value, a regional supply-demand premium or discount, barge and delivery logistics, credit terms and the supplier's margin. Buyers benchmark against published port assessments and hedge exposure with paper instruments such as fuel oil swaps. Spreads between grades — most visibly the HSFO-VLSFO spread — drive scrubber economics and can shift the whole demand mix in a hub port.
Hubs, delivery and contracts
Singapore, Rotterdam/ARA, Fujairah, Panama, Gibraltar, Malta and Houston are among the largest supply locations, each with its own barge availability, weather windows and port rules. Stems are sold spot or under term contracts, ex-wharf or delivered by barge, and measured by mass flow meter or tank soundings. Payment terms, credit lines and the bunker delivery note sit at the centre of most commercial disputes.
Regulation and compliance
The IMO sulphur cap, MARPOL Annex VI, the EU Emissions Trading System's extension to shipping and FuelEU Maritime all shape which fuels are economic on which routes. Compliance costs increasingly form part of the delivered fuel decision rather than sitting beside it, and carbon pricing is now a normal line item in voyage economics.
